Utilities Costs in Dubai (2025)

10 min readUpdated December 2025

Dubai utilities aren't cheap, and they'll surprise you if you're not prepared. Summer electricity bills can double or triple. Chiller (district cooling) can add AED 1,000+ to your monthly costs if not included in rent.

Here's exactly what to expect for DEWA, internet, mobile, and that mysterious chiller fee everyone warns about.

Quick Answer

Monthly Utility Costs

UtilityStudio/1BR2BR3BR/Villa
DEWA (elec + water)AED 300-800AED 500-1,200AED 800-2,000
Chiller (if separate)AED 300-800AED 500-1,200AED 700-1,500

TotalAED 1,000-2,400AED 1,400-3,200AED 2,000-4,400

Summer bills 2-3x higher. Some buildings include chiller in rent.

⚠️The Chiller Question

Always ask "Is chiller included?" before signing a lease. District cooling (chiller) is billed separately in many buildings and can add AED 500-1,500/month to your costs. This isn't optional—it's how your AC works.

DEWA (Electricity & Water)

DEWA (Dubai Electricity and Water Authority) handles both utilities. You'll get one combined bill monthly. There's no choice—DEWA is the only provider.

DEWA Rates (2025)

Electricity (residential)AED 0.23-0.38/kWhTiered by usage (slab system)
Water (residential)AED 3.57-4.74/1000 gallonsTiered by usage

Housing fee5% of annual rentPaid monthly via DEWA

Monthly DEWA Bills by Season

1 BedroomAED 300-500AED 600-1,000
2 BedroomAED 400-700AED 800-1,400
3 Bedroom VillaAED 600-1,000AED 1,200-2,500
4-5 Bedroom VillaAED 800-1,500AED 2,000-4,000+

Summer = AC running 24/7. Real bills can be higher with pool pumps, large houses.

DEWA Bill Components

Your DEWA bill includes: electricity charges, water charges, sewerage (5% of water), fuel surcharge, and housing fee (5% of your annual rent spread monthly). The housing fee is often 30-50% of the total bill.

Chiller (District Cooling)

Many Dubai buildings use district cooling rather than individual AC units. Chilled water is piped in to cool your apartment. It's efficient at scale but billed separately—and this catches many expats off guard.

How to Know If You'll Pay Chiller

✓ Chiller Likely Included

  • Older buildings (pre-2010)
  • Smaller apartment buildings
  • Rent includes "all bills"
  • Individual AC units visible

✗ Chiller Likely Separate

  • Newer towers (post-2010)
  • Large developments (Marina, Downtown)
  • Master developer communities
  • JBR, Business Bay, DIFC

Chiller Costs

2 BedroomAED 600-1,000Billed per BTU used
3 BedroomAED 800-1,300Or fixed per sq ft
VillaAED 1,000-2,000+Depends on size

Summer bills significantly higher. Some buildings have fixed rates, others usage-based.

⚠️Chiller Shock

A AED 70,000/year apartment in Marina might have AED 700-1,200/month chiller on top of rent. That's AED 8,400-14,400/year extra. Ask before signing. Some landlords include it—negotiate if they don't.

Internet (Home Broadband)

Dubai has two providers: du and Etisalat (now "e&"). Both are reliable with similar pricing. Coverage depends on your building—check which provider services your address.

Tips to Reduce Utility Bills

1. Set AC to 24°C, not 20°C

Every degree lower costs ~10% more in electricity. 24°C is comfortable and significantly cheaper than Arctic temperatures.

2. Turn off AC when out for 4+ hours

The myth that "it costs more to restart" is wrong. Turn off if you're out for significant time, especially in newer efficient buildings.

3. Use blackout curtains

Sunlight through windows heats your apartment significantly. Blackout curtains can reduce cooling needs by 10-20%.

4. Check for chiller-inclusive rent

Some landlords include chiller to be competitive. A slightly higher rent with included chiller often works out cheaper than low rent + separate chiller.

5. Monitor DEWA app weekly

Catch unusual spikes early. A malfunctioning AC or water leak can cause bills to skyrocket. Early detection saves money.

Common Questions

AC runs 24/7 in summer (June-September). It's the single biggest electricity consumer. Summer DEWA bills are typically 2-3x winter bills. Chiller bills also increase proportionally.

It's 5% of your annual rent, spread across 12 monthly DEWA bills. It's a municipal fee that goes to Dubai government, not DEWA. Nothing you can do to avoid it—it's mandatory.

Yes, but the provider's router must stay connected. You can add your own router for better WiFi coverage. Some plans allow router-only option (no TV box) for small discount.

DEWA says yes, but most expats drink filtered or bottled water. Old building pipes can affect quality. Water cooler delivery (5-gallon bottles) costs ~AED 8-12/bottle and is very common.

DEWA gives warnings before disconnection. Late fee is AED 50. Disconnection happens after ~60 days non-payment. Reconnection fee: AED 100-300. Set up auto-pay to avoid issues.

DEWA is for basic electricity/water. Chiller (district cooling) is separate infrastructure by companies like Empower or Emicool. Both bills come independently—you can't choose.

No. DEWA and chiller rates are fixed. Internet/mobile providers occasionally offer promotions when you threaten to cancel or for new contracts. Check for bundle deals.

Apply online for disconnection at old address and connection at new address. Your deposit transfers. Process takes 2-3 days. Final bill sent to your DEWA account.
